Mesa closes $18M budget gap with reserve funds

Mesa has a $2.79-billion spending plan in place for the fiscal year beginning July 1 that includes a significant ongoing salary increase for public safety personnel and the use of reserve monies to close a deficit.

According to Butler, the Arizona Tax Research Association in April put out a critique on how cities were handling the unexpected loss of the residential rental tax and the implementation of the flat tax.

“They were criticizing some cities, frankly for being too quick to raise taxes, too quick to just go to their voters or if they were able to, without going to the voters, raise their taxes,” Butler said. “And they said cities have built up reserves for this very moment. That’s what Mesa has done.
