State and local governments in Arizona raise in excess of $22 billion annually in taxes and fees from Arizona taxpayers. ATRA's existence results from the fundamental belief that every governmental expenditure is directly related to a tax or fee. ATRA’s constructive effort to control government spending is an essential service that benefits all Arizona taxpayers. Because most Arizona taxpayers have neither the time nor the expertise to monitor the activities of state and local government, they collectively accomplish this through their support of ATRA. On a daily basis, ATRA’s staff acts as the "watchdogs" over Arizona’s’ tax dollars.

ATRA’s expert staff annually reviews all county, community college district and selected city and school district budgets. These reviews ensure that local governments are in compliance with Arizona budget and taxing laws. This "in the trenches" budget work has saved Arizona taxpayers many millions of dollars.
